<p>As our economy continues to sputter, one little-noticed industry has been booming for a while now: energy efficiency. The sector is hiring like crazy &#8212; a fact that speaks volumes about the close relationship between clean energy and the economic recovery that we&#8217;re all waiting for. Energy efficiency could save us all.</p>
<p>My firm works with utilities, government agencies, housing authorities, and other groups to help increase energy efficiency. We started in 1984 with three employees and one office. Today, we have nearly two dozen offices nationwide and employ 700 staffers from coast to coast. Most strikingly, we&#8217;ve added more than 250 people and 12 offices in just the last two years. The reason is crystal clear: Energy-efficiency services are in great demand. We are continuing to expand rapidly as more groups turn to us for help.   </p>
<p>But energy-services firms are not the only ones that can benefit from the demand for energy-efficiency services. With the right programs in place, reducing power consumption can improve the bottom line for many other types of companies. Case in point: The building infrastructure in this country is old and inefficient. Retrofitting these buildings requires an army of workers. These include heating/air conditioning installers, insulators, and building inspectors. Many of these tradespeople are out of work and these retrofitting jobs can get them back on their feet. Products like insulation, caulk, triple-paned windows and doors, and high-efficiency heating and cooling systems will also get a boost. And that&#8217;s not all. The goods need to be made, inspected, shipped, and sold, widening the circle of employment opportunities for manufacturers, retailers, and distributors. This expanded workforce means people will have more money to spend.</p>
<p><span id="more-42470"></span><br />
Now that&#8217;s what I call a &#8220;trickle down economy&#8221;!</p>
<p>Most importantly, jobs created to support energy efficiency are America&#8217;s jobs. More than 90 percent of products and 100 percent of the labor used in residential energy work are American. If Home Star becomes law, weatherization products and equipment will fly off store shelves faster than you can say &#8220;retrofit.&#8221; Most of these supplies are made domestically, so our factories will need to step up production. Home Star is expected to increase demand for retrofitting by a factor of 15, benefiting those hardest hit by this recession &#8212; manufacturing and construction workers. An estimated 168,000 jobs would be generated to carry out the program. Consumers who take advantage of Home Star would save our country an estimated $10 billion in energy costs by 2020. The program would jolt our economy by pumping in $6 billion over two years and cut down on carbon emissions. Supported by Republicans and Democrats, environmentalists and businesses, the bill was introduced exactly one year ago. Home Star has been stalled in the U.S. Senate for months after having passed the House last May. We hope the new Congress will put Home Star on the front burner.</p>
<p>New economic analysis shows that clean energy legislation will create up to 1.9 million new jobs, increase annual household income by up to $1,175, and boost the GDP by up to $111 billion. Over the years, study after study, from groups like the Center for American Progress and the American Council for an Energy-Efficient Economy, have supported the direct correlation between green industry growth and jobs. Eighteen months ago, findings from a study by the Pew Charitable Trust found that green jobs are growing at a national rate of 9.1 percent, while traditional jobs are growing by only 3.7 percent.</p>
<p>As someone who&#8217;s been working in the industry for more than 30 years, I&#8217;m not surprised at all. Clean energy is job creation, hands down. Our time has come!</p>
<p>So what are we waiting for?</p>

<p>It’s agreed. Women should work in the HVACR industry. That was an easy question. So simple in fact, many of the contractors The NEWS posed that question to were seemingly surprised we even asked. It was the qualifying question as to where women fit in the HVACR industry that produced some differing opinions. Some felt that a woman could easily do any job in the HVACR industry that is available. Her only limitations would be her own training and capabilities. Others didn’t come right out and say it, but some of their responses limited women more to office functions, dispatch, and sales — the communications side of the business. </p>
<p>Overall though, the respondents seemed more than tolerant of the idea of having a competent woman, no matter which role she chose, as a part of the industry. </p>

<p>The United Steelworkers union on Thursday filed a 5,800-page petition with the administration contending that China&#8217;s central and provincial governments are giving Chinese companies unfair advantages over American firms through the use of government subsidies that are prohibited under global trade rules.</p>
<p>Under U.S. law, the administration will have 45 days to decide whether to accept the petition and launch an investigation that could lead to cases being filed against China before the Geneva-based World Trade Organization.</p>
<p>The deadline for the administration to decide the case will occur just a little over a week before this year&#8217;s November congressional elections, a fact union officials hope will bring pressure on the administration to rule in its favor.</p>
<p><span id="more-42413"></span><br />
&#8220;We believe it is well beyond time that people started standing up to China&#8217;s illegal practices and started standing up for American workers,&#8221; Steelworkers president Leo W. Gerard told reporters during a conference call.</p>
<p>&#8220;Green jobs are key to our future. Right now, China is taking every possible step, many of them illegal under international trade laws, to ensure that it will control that sector,&#8221; Gerard said.</p>
<p>In its petition, the Steelworkers contended that the subsidies the Chinese government was providing to Chinese manufacturers of wind turbines, solar panels and other clean energy equipment violated WTO rules.</p>
<p>The union asked the administration to begin formal talks with China. If those talks fail to convince China to drop the contested government support, the union said the administration should file cases against China before the WTO.</p>
<p>The Steelworkers&#8217; petition on clean energy comes at a time when the two countries are already fighting on a number of other trade fronts from Chinese tires to imported steel products.</p>
<p>The administration is also applying pressure to get Beijing to allow its currency to rise in value against the dollar as a way to reduce a yawning trade deficit, the largest with any country.</p>
<p>The Commerce Department reported Thursday that the deficit with China totals $145.4 billion through the first seven months of this year, 17.7 percent higher than the same period a year ago.</p>
<p>The rising deficit has produced increased calls from U.S. lawmakers for the administration to take a tougher approach with China on trade issues including China&#8217;s currency regime, which American manufacturers contend has kept the yuan undervalued by as much as 40 percent, giving Chinese companies a competitive advantage over U.S. firms.</p>
<p>Nefeterius McPherson, a spokeswoman for U.S. Trade Representative Ron Kirk, said the administration would review the Steelworkers&#8217; petition and make a decision on whether to begin an investigation within the 45 days provided by U.S. trade law.</p>
<p>Various lawmakers issued statements praising the Steelworkers and urging the administration to launch investigations.</p>
<p>&#8220;There is no question that China is ignoring trade rules so that it can cheat its way to first place in the clean-energy manufacturing race,&#8221; Sen. Charles Schumer, D-N.Y., said in a statement.</p>
<p>Sen. Ron Wyden, D-Oregon, said that a report prepared by his office showed that China&#8217;s exports of green energy products had surged to $27 billion in 2008, an increase of more than 500 percent since 2004.</p>
<p>&#8220;The adoption of clean energy technology provides the opportunity for the United States to be energy independent and support millions of new jobs, but this can only happen if the Obama administration effectively combat&#8217;s China&#8217;s unfair trade practices,&#8221; Wyden said in a statement.</p>

<p>I speak to groups all around the world on green issues and sustainability. In my travels I get to meet all types of people, from hotshot politicians to corporate bigwigs to average citizens.</p>
<p>Regardless of what part of the social ladder they occupy, I&#8217;ve noticed that many people are gamblers at heart; they have an abiding faith that somehow a big-bet, cure-all is just around the corner to deliver us into a greener and more sustainable world. It must be true &#8211; the logic usually goes &#8211; because there is too much money to be made; or there are huge benefits to reap. When such advancements do not arrive on schedule, it&#8217;s a conspiracy, of course.</p>
<p>Now, I am a huge believer in technology and its ability to help mankind leapfrog to a better future, but it seems to me we&#8217;re fooling ourselves if we put too much faith in deus ex machina solutions for our complex environmental problems.</p>
<p>We&#8217;re not going to become all-solar, all-the-time; and the replacement for the internal combustion engine &#8211; which has been &#8220;just around the corner&#8221; since I was a kid &#8211; will take more time, apparently. In the meantime we can make incredible progress towards a more sustainable future using the tools we have and the inventions that already exist &#8211; because some of them are quite powerful.</p>
<p>Take a gaze out of your window and you&#8217;ll likely see one of the most glaring environmental problems that can be rectified now, with the tools we have &#8211; the commercial buildings and structures that populate our planet. There are about 5 million of them in the U.S. alone.</p>
<p>The HVAC system, the lights, the water, the elevators, the power and cooling for technology, the heating and cooling for people: all contribute to making buildings a significant source of greenhouse gas emissions&#8211;and a leading energy user. Lights blaze and air conditioners hum in empty offices at night, and lawn sprinklers turn on even during a rainstorm. Commercial buildings can lose as much as 50 percent of the water that flows into them.</p>
<p>Consider:</p>
<p>The building sector is responsible for more electricity consumption than any other sector, 42 percent, and 15 percent of all greenhouse gas (GHG) Emissions.</p>
<p>In the U.S., buildings represent 72 percent of all energy usage and 39 percent of greenhouse gas emissions (pdf). Yet, up to 50% of that electricity is wasted.</p>
<p>In New York City, buildings account for 80 percent of carbon emissions.</p>
<p>By 2025, buildings will be the single largest energy consumers and emitters of greenhouse gas on our planet.</p>
<p>Technology already exists that will allow us to utterly transform our buildings&#8217; impact on the environment. It&#8217;s called the Internet. Along with cheap sensors (less than a penny each in some cases), the Internet becomes a network that can allow these buildings to be controlled for maximum energy efficiency; monitored for compliance; and customized to work better for inhabitants &#8211; floor by floor, room by room.</p>
<p>This is already happening today. <a href="http://www.building.ca/issues/story.aspx?aid=1000377308" target="_blank">Check out this example with the Calgary city school system in Canada.</a></p>
<p>We don&#8217;t need any new inventions or legislation to solve one of our biggest environmental problems. What are we waiting for?</p>

This simply means applying water to a uniform depth directly to the plant&#8217;s root zone. This reduces water waste and your water bill at the same time. It&#8217;s win-win. But first, let&#8217;s make sure you&#8217;re soil is helping you by holding all the moisture it can.</p>
<p><strong>What&#8217;s Up with your Soil?</strong></p>
<p>Before changing anything having to do with your irrigation system, add 2-3 inches of compost (either homegrown or purchased at the plant nursery or Waste Management site) on top of your soil. Do this once or twice a year preferably in the fall and spring. You don&#8217;t even have to dig it in. Digging is so old school! The microorganisms in the compost will nourish your soil doing the underground work for you. Incorporating compost (organic matter) increases the water-holding capacity of your soil. With sandy soil, you&#8217;ll lose less water to the subsoil and with compacted clay soil, water will easily and slowly trickle its way to the plant&#8217;s roots, instead of sitting on the top floor, uselessly, like a lump on a log.</p>

<p>The anemic economic recovery may have hit the dog days of summer with consumer spending and factory orders slowing, but the new energy economy continues to surge, according to a report released Tuesday by Ernst &#038; Young.</p>
<p>Venture capital (VC) investment in renewable energy, electric cars, energy efficiency, and other green technology jumped to $1.5 billion in the United States in the second quarter of 2010, a nearly 64 percent spike over the second quarter of last year. Green tech investment now has returned to the record levels of the third quarter of 2008, before the global economic collapse shut down the VC&#8217;s ATM.</p>
<p>So where&#8217;s the money going? Between March and June, at least, investors hitched a ride with startups developing electric cars and the infrastructure to support them. Better Place, the Palo Alto company building electric vehicle charging networks around the world, snagged $350 million. Fisker Automotive, a Southern California startup building a sexy and pricy plug-in hybrid sports sedan called the Karma, scored $35 million, according to the report.</p>
<p>Solar remains a hot opportunity for venture capitalists, with nearly $439 million invested in the second quarter, a 183 percent increase from the year-ago quarter.</p>
<p><span id="more-42399"></span><br />
It&#8217;s no coincidence that the beneficiaries of investors&#8217; largesse are also those startups that received federal loan guarantees to build big solar power plants. (Raising additional capital usually is a requirement for obtaining such federal loan guarantees.)</p>
<p>BrightSource Energy, for instance, secured a $1.37 billion loan guarantee from the U.S. Department of Energy to build its first solar power plant, now undergoing licensing in California. It then quickly raised $180 million from investors.</p>
<p>VCs also continue to pour cash &#8212; nearly $200 million in the second quarter &#8212; into energy efficiency startups, which tend to be far less capital-intensive than renewable energy companies.</p>
<p>So it&#8217;s a good time to go pitch that great green tech idea you&#8217;ve been kicking around, right?</p>
<p>Not necessarily. Ernst &#038; Young notes that nearly 59 percent of investment in the second quarter went to so-called later-stage startups that are well on their way to rolling out products.</p>
<p>In other words, venture capitalists seem to be more interested in priming the pipeline for an initial public offering or acquisition that will produce a big pay day than in financing what green tech investor Vinod Khosla calls &#8220;science experiments.&#8221;</p>

(The one that&#8217;s not called &#8220;cash for caulkers&#8221; and please for the luvagod stop using that stupid, misleading name.)</p>
<p>The House passed the bill back in May and it&#8217;s been sitting in the Senate ever since. Homeowners are putting off retrofits, waiting to see if it will pass. Construction trades are holding off on hiring, waiting to see if it will pass. Members of the Home Star coalition now populate all 50 states and they are holding their breath, waiting.</p>
<p>Now the bill&#8217;s on the knife&#8217;s edge. There&#8217;s been talk of including Home Star in the Small Business Jobs Bill that&#8217;s pending in the Senate Finance Committee. A final decision about whether to do so will be made on Wednesday.</p>
<p>If it isn&#8217;t included, it may get caught up in the energy bill mishegas, or may not get taken up again until Fall. That would be incredibly counter-productive and short-sighted on the part of the Senate. This bill is as close to a no-brainer as will ever grace Capitol Hill, supported by left and right and of benefit to every single Congressional district. Surely if the Senate can do anything any more, it can do this.</p>
